If you have issues importing with Pack Manager inside Premiere Pro, please try the following:
Import the problematic file manually using these steps. Here is an example of where you can find a file from Titles package C:\Users\USERNAME\Documents\AEJuice\Premiere Pro\Titles\product\mogrt\Box Titles\
In case you see the same error, it means that the error is not related to the Pack Manager. You can try updating the Premiere Pro to the latest version or contacting Adobe for support.
